Release Please PR that cuts ldcli 4.0.0 by bumping the version in
.release-please-manifest.json,package.json, and thePACKAGE_VERSIONexample inPROVENANCE.md, and adding the 4.0.0 section toCHANGELOG.md.The new changelog entry marks a major release with breaking CLI surface changes from syncing to the production OpenAPI spec: command groups such as
